Hot rolled coils (HRC) - Vietnam Anti-Dumping Investigation (AD20)

On July 26, 2024, The Ministry of Industry and Trade of Vietnam has launched an anti-dumping investigation into certain types of hot rolled coils (HRC) originating from China and India (Case code AD20).

 

I. Relevant information:

 

1. Initiation date: July 26, 2024

 

2. Goods under investigation: Hot rolled coils (HRC) under HS codes 7208.25.00, 7208.27.19, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.20, 7208.39.40, 7208. 39 .90, 7208.51.00, 7208.52 .00, 7208.53.00, 7208.54.90 and 7208.90.90, as well as 7211.14.15, 7211.14.16, 7211.14.19, 7211.19.13, 7211.19.19, 7211.90.12, 7211.90.19, 7225.30. 90, 7225.99.90, 7226.91.10, 7226.91.90, 7226.99.19 and 7226.99.99.

 

3. Investigation period: 

  • Investigation period to determine dumping behavior: from July 1, 2023 to June 30, 2024.
  • Investigation period to determine damage: from July 1, 2021 to June 30, 2024.

 

4. Petitioner: Hoa Phat Dung Quat Steel Limited Company and Formosa Steel Corporation

 

5. Decision on Temporary Anti-Dumping Duties:

 

On February 21, 2025, the Ministry of Industry and Trade issued Decision No. 460/QD-BCT on the application of temporary anti-dumping duties on certain hot-rolled steel products originating from the Republic of India and the People's Republic of China. Accordingly, temporary anti-dumping duties were applied to China (19.38 - 27.83%), while no anti-dumping duties were applied to India due to the negligible import rate (below 3%).

 

On April 28, 2025, the Ministry of Industry and Trade issued Decision 1204/QD-BCT amending and supplementing Decision 460/QD-BCT.

 

6. Decision on Official Anti-Dumping Duties:

 

On July 4, 2025, the Ministry of Industry and Trade issued Decision No. 1959/QD-BCT, officially applying anti-dumping duties to certain hot-rolled steel products originating from the People's Republic of China and terminating the anti-dumping investigation against certain hot-rolled steel products originating from the Republic of India. Accordingly, the official anti-dumping duty rates applied to the investigated goods from China range from 23.10% to 27.83%.
