When are anti-circumvention investigations initiated?

The CBSA will conduct anti-circumvention investigations where these proceedings are warranted. Anti-circumvention investigations seek to eliminate circumvention of an existing order or finding. If circumvention is found following a formal investigation by the CBSA, duties will be extended to those goods that are circumventing an existing CITT injury finding.

 

Anti-circumvention investigations are conducted to determine whether the circumvention of a Tribunal order or finding is occurring. When circumvention is found to exist, the goods will be brought into the scope of the Tribunal order or finding. Exporters whose goods are brought into the scope of an order or finding may request an expedited review in order to obtain normal values, export prices or amounts of subsidy, as applicable.
