What is a newcomer review?

It is a review carried out on an accelerated basis for the purpose of determining individual margins of dumping for new exporters ("new shippers") in the exporting country in question which have not exported the product during the period of investigation on which the measures were based.

The new foreign exporters may request for such review provided they are not related to any foreign exporter who is subject to the anti-dumping duty. The application must be submitted to the Commission in writing and must contain :

i. a description of the foreign exporter’s products; and

ii. the basis of the request.
