Canadian Trade Remedies Investigation Handbook

The Special Import Measures Act (SIMA) was created to protect Canadian manufacturers who are suffering from dumping or subsidizing imports into Canada. The Canada Border Services Agency (CBSA) and the Canadian International Trade Tribunal (CITT) are responsible for enforcing this Act.
The CBSA's Trade and Anti-Dumping Program Directorate will conduct an investigation and determine whether goods imported into Canada are being dumped or subject to subsidies. The court has the responsibility to decide whether the dumped or subsidized goods cause injury or threaten to cause injury to a Canadian industry or impede the establishment of a manufacturing industry in Canada. In this document, damage refers to significant damage and the risk of causing significant damage or seriously hindering the formation of a domestic industry.
