Yarn of Synthetic or Artificial Staple Fibers - Indonesia investigates safeguard measure

On September 18, 2019, the Indonesian Trade Security Committee (Komite Pengamanan Perdagangan Indonesia - KPPI) initiated a safeguard investigation on imports of yarn made of synthetic and artificial staple fibres.

I. Relevant information:

1. Initiation date: September 18, 2019

2. Goods under investigation: Yarn of Synthetic or Artificial Staple Fibers) under HS codes 5509.22.00, 5509.32.00, 5509.51.00, 5509.53.00, 5510.12.00, và 5510.90.00

3. Petitioner: Indonesia Textile Association (Asosiasi Pertekstilan Indonesia - API)

4. Provisional measure:

On November 6, 2019, the KPPI issued 161/PMK.010/2019 imposing a provisional duty on imports of the subject good. The rate of duty is Rp. l,405.00 per kg. The duty enters into force on 9 November 2019 for a period of 200 days.

5. Official measure:

On 27 May 2020, the KPPI imposed a definitive safeguard duty on imports of yarn made of synthetic and artificial staple fibres as below:

6. Sunset review:

On 25 April 2022, the KPPI initiated a sunset review of the safeguard duty imposed on imports of the subject good.

On 12 August 2022, the Indonesian authorities issued a notice extending the definitive duty on the subject good following the conclusion of the sunset review. The safeguard duty is as below:
