South Africa - Investigation safeguard measure on Corrosion resistant steel coil

On February 17, 2025, the Trade Remedies Authority of Vietnam received information that the International Trade Administration Commission of South Africa (ITAC) had officially initiated a safeguard investigation on imported corrosion resistant steel coil. Initiation was chosen in order to safeguard the steel industry against unfair competition.
I. Relevant information:
1. Initiation date: February 3, 2025
2. Goods under investigation: Corrosion resistant steel coil under HS code 72106120, 72106130, 72259225, and 72259235.
3. Plaintiff: ArcelorMittal South Africa Limited (AMSA)
4. Period of investigation: May 1, 2021 - April 30, 2024
5. Preliminary conclusion: Viet Nam has been included in the list of excluded countries. The key reason is that Viet Nam is identified as a developing country and has a market share of this product imported into South Africa below the threshold of 3%.
