Valin Xiangtan exempted from AD duty on CTL Plate

It is reported that US Department of Commerce has published the Final Results of the 2007 to 2008 administrative review of antidumping duty order on certain cut to length carbon steel plate from China. The weighted average dumping margin for Hunan Valin Xiangtan Iron & Steel Co Ltd is 0.00% indicating the company has not dumped the product.
The US started the antidumping investigation on December 3rd 1996. Merchandise concerned is classified in the Harmonized Tariff Schedule of the United States under item numbers 7208.40.3030, 7208.40.3060, 7208.51.0030, 7208.51.0045, 7208.51.0060, 7208.52.0000, 7208.53.0000, 7208.90.0000, 7210.70.3000, 7210.90.9000, 7211.13.0000, 7211.14.0030, 7211.14.0045, 7211.90.0000, 7212.40.1000, 7212.40.5000 and 7212.50.0000.
Final antidumping determination released on November 20th 1997 showed the dumping margin for Chinese companies was 17.33 percent to 128.59%. The third administrative review began on December 24th 2008 and the US Commerce preliminarily ruled on August 10th 2009 that the dumping margin for Hunan Valin Xiangtan Iron & Steel Co Ltd was 0.00%.
