US DOC announces preliminary results of administrative review of AD order against standard pipe from Mexico

Steel Orbis - On Monday, the US Department of Commerce (DOC) announced the preliminary results of its administrative review of the antidumping (AD) order against welded carbon steel pipe and tube from Mexico.
The review provides coverage of three companies – Mueller Comercial de Mexico, S. de R.L. de C.V.; Tuberia Nacional, S.A. de C.V.; and Ternium Mexico, S.A. de C.V, formerly Hylsa, S.A. de C.V. -- during the period from November 1, 2007 through October 31, 2008.
The DOC has determined a preliminary dumping margin of 48.33 percent for Mueller Comercial de Mexico and Ternium Mexico. Due to the failure to cooperate with the DOC during the administrative review, both companies were assigned the highest transaction-specific available.
Meanwhile, the DOC has preliminarily rescinded the administrative review of Tuberia Nacional because the company made no shipments of standard pipe to the United States during the period of review. Previously, the DOC had rescinded the reviews of Niples del Norte, S.A. de C.V.; Productos Laminados de Aceros, S.A. de C.V.; Tuberias Procasa S.A. de C.V. / Tuberias Procarsa S.A. de C.V.; and PYTCO, S.A. de C.V.
The DOC plans to complete this review and issue final results by April 2010. The current dumping duty deposit rates will remain in effect until the final results are published in the Federal Register.
