US AD duties on Russian magnesium rise to 15.77% - 21.71%

Based on a final review determination issued recently by the US Commerce Department, US antidumping duty rates for Russian magnesium imports will rise to 15.77% for VSMPO/Avisma and to 21.71% for Solikamsk Magnesium Works.
A Commerce official said the decision was signed recently and would be published in the Federal Register in a few days. Commerce will issue instructions to the US Customs Service within 15 days after publication.
The administrative review of the antidumping duty order covers primary and secondary, pure and alloy magnesium imports for the period April 1st 2006, through March 31st 2007. Unless there is litigation to challenge them, the new rates would become the retroactive assessment rates for imports during that period, and they also become the required deposit rates for future imports, which market sources have said could mean a further reduction in Russian magnesium sales in the US.
