Taiwan: India May Investigate Nan Ya and UPC for Anti-dumping

Taipei, Aug. 17, 2011 (CENS)--Reports are that India is about to launch anti-dumping investigations against Nan Ya Plastics Corp. and UPC Technology Corp., Taiwan’s leading manufacturers of phthalic anhydride (PA), for selling such products.
India is the world’s second-largest importer of PA only behind China, so launching such charge will certainly impact Nan Ya and UPC.
With production facilities in China, UPC are expected to, by the end of this year, become the world’s largest PA producer with annual capacity in China of 585,000 metric tons.
The Indian government has reportedly received complaints from local PA manufacturers, including Thirumalai Chemicals, IG Petrochemicals and Mysore Petrochemicals, of dumping by Taiwan and China, with such complaints seen as the precursor to formal anti-dumping investigations.
PA is a raw material for the production of dioctyl phthalate (DOP), which is added to PVC (polyvinylchloride) and PU (polyurethane) as softening agent to enhance ease of shaping.
An industry insider in Taiwan protested that dumping of PA by local makers is “impossible” for no excess PA exists for export unless downstream DOP firms shut production.
