India Investigates Dumping of PVC by Taiwan Exporters

Taipei, Nov. 24, 2009 (CENS)--India`s Department of Commerce and Industry recently began investigating alleged dumping of PVC (polyvinyl chloride) by Taiwan exporters, which may impact such suppliers on the island, including Formosa Plastics Corp., China General Plastics Corp. and Ocean Plastics Corp., with such investigations to also examine PVC from China, Malaysia, Thailand and Russia.

The FPC said it would respond to such allegations with a formal explanation in less than 40 days.

The three above-mentioned suppliers are unperturbed by the investigation, for two or three years ago India also tried the same thing but could not, without proof provided by investigating firms, impose anti-dumping duties.

Soon after acknowledging such allegations, the FPC, China General and Ocean have raised the prices for PVC to be exported to India in December by US$900 per metric ton, or US$20 per metric ton higher than that quoted in the previous month.

The Petrochemical Industry Association of Taiwan (PIAT) said many Indian manufacturers are miniscule, hence cannot compete against bigger foreigners and sometimes ask the government to investigate dumping by foreign suppliers as a tactic to level the playing field.

The PIAT`s figures show that India is Taiwan`s second-largest buyer of PVC, only behind China; so anti-dumping duties could impact leading suppliers in Taiwan as FPC, China General, Ocean, and Taiwan VCM Corp.
