India: Anti-dumping duty on CD-Rs, cable ties to be reviewed

The Designated Authority in the Commerce Ministry has set off a sunset review to determine whether the extant anti-dumping duty on the imported Compact Discs-Recordable (CD-Rs) from China, Hong Kong, Chinese Taipei and Singapore could be continued or ceased, following a petition from Storage Media Products Manufacturers & Marketers Welfare Association.

CD-Rs are a polycarbonate disc containing a spiral groove on one side to guide the laser beam for writing and reading information. Recording on such a disc could be done only once and, hence, the disc is said to be of the type “WORM” (Write Once Read Many times) and the disc is an optical storage medium for digital data or music.

One of the Welfare Association member-companies, Moser Baer India Ltd, has furnished relevant financial information to show that the ‘petitioner company' accounts for 91.8 per cent of the production of the subject goods in India, thereby constituting a major proportion of the Indian production.

Hence the Authority has initiated a sunset review probe to assess the need for continued imposition of the duties in force in respect of the subject goods from subject countries and to scan whether the expiry of such duty is likely to lead to continuation or recurrence of dumping and injury to the domestic industry.
The period of investigation (POI) for the review is from April 1, 2010 to end-March 2011, while the injury analysis would cover the years 2007-08, 2008-09, 2009-10 and the POI, it said, adding that the data beyond POI might also be weighed to determine the likelihood of dumping and injury.

Cable Ties

In another notification, the Authority has also decided to undertake a mid-term review on the anti-dumping duty on imports of cable ties from China and Chinese Taipei following a petition from Surelock Plastics Private Ltd.
It has requested modification in the form of anti-dumping duty and enhancement in the quantum of the anti-dumping duty. Cable ties consist of sturdy nylon tape with an integrated gear rack and on one end a ratchet within a small open case. This is an economical and versatile method of cable/wire bunching systems. Cable ties are generally single use devices.

While the period of probe is from April 2010 to end-March 2011, the injury analysis would cover the fiscal years 2007-08, 2008-09, 2009-10 and the present period of probe, an official notification from the Directorate General of Anti-Dumping and Allied Duties said here.
