On Dec. 23, 2011, the European Commission announced that the EU has decided to remove the anti-circumvention measures on the imports of bicycle parts from China by some importers of its member states (see Table 1) and to resume the anti-circumvention on those imports by other several importers in the member states (see Table 2), involving HS Codes 87149110, 87149130, 87149210, and 87149310.

In 1991, the EU started the anti-dumping probe on China-made bicycles, with an affirmative final ruling made in 1993; and in 1996, it launched the anti-circumvention probe, with a final ruling made in 1997 which expands the anti-dumping to bicycle parts made in China.
