EC: Court rules mandarin anti-dumping duties invalid

Anti-dumping duties on Chinese canned mandarins have been declared invalid after a court in Hamburg took issue with the European Commission's use of analogue countries. The duty has not yet come into force, but is expected to do so in the coming months.
The legal case centered on the calculation of the normal value of canned mandarins. The EC's arguments were rejected because it failed to investigate other countries which exported canned citrus products to the EU - namely Israel, Swaziland, Turkey and Thailand. The court rejected the EC claim that import figures for these countries could not be used because they included not only mandarins but significant quantities of canned grapefruit and orange.
