Circular welded carbon quality steel pipe from certain countries does not injure US industry - US ITC

The United States International Trade Commission has determined that a US industry is not materially injured or threatened with material injury by reason of imports of circular welded carbon quality steel pipe from India, Oman and the United Arab Emirates that the US Department of Commerce has determined are subsidized, and by imports from India, Oman, the United Arab Emirates and Vietnam that Commerce has determined are sold in the United States at less than fair value.
Commissioners Mr Daniel R Pearson, Ms Shara L Aranoff, Mr David S Johanson and Mr Meredith Broadbent voted in the negative. Chairman Mr Irving A Williamson and Commissioner Mr Dean A Pinkert voted in the affirmative.
As a result of the US ITC's negative determinations, no antidumping or countervailing duty orders will be issued.
The Commission's public report Circular Welded Carbon Quality Steel Pipe from India, Oman, the United Arab Emirates, and Vietnam (Investigation Nos. 701-TA-482-484 and 731-TA-1191- 1194 (Final), USITC Publication 4362, December 2012) will contain the views of the Commissioners and information developed during the investigations.

Product Description: These investigations cover circular welded carbon quality steel pipes and tube with an outside diameter not more than 16 inches regardless of wall thickness, surface finish (e.g., bare, galvanized, or painted), or end finish (plain end, beveled end, grooved, threaded, or threaded and coupled). These pipes are generally known as standard pipe, fence pipe and tube, sprinkler pipe, and structural pipe. This description does not include (a) pipe suitable for use in boilers, super heaters, heat exchangers, refining furnaces and feed water heaters; (b) finished electrical conduit; (c) finished scaffolding; (d) tube and pipe hollows for redrawing; (e) oil country tubular goods produced to American Petroleum Institute (API) specifications; (f) line pipe produced to only API specifications; and (g) mechanical tubing.
