Ukraine introduces prohibitive duties on cement from Russia, Belarus, Moldova

The interdepartmental commission for international trade on May 21 decided to introduce antidumping duties on imported cement clinkers and Portland cement in the amount of 114.95 percent for goods originated from the Russian Federation, 57.03 percent for goods from Belarus and 94.46 percent for goods from Moldova, the Economic Development and Trade Ministry has reported on its website.

“The duty will be levied for five years,” the ministry said.

The commission has established the presence of dumping imports from these countries during 2015-2018, the Economic Development and Trade Ministry said.

“At the same time, the share of imports of cement clinkers and Portland cement from the Russian Federation, Belarus and Moldova in the total volume of imports of these goods to Ukraine throughout the entire period of research had grown steadily, indicating the intention to further increase the volume of dumped imports from these countries,” the ministry said.

As the ministry recalled, the government had previously imposed an embargo on imports of Russian Portland cement, alumina, slag, sulphate-resistant cement and similar hydraulic cements, including clinkers.

The final antidumping duty will be charged as a percentage of the customs value and will be charged in addition to the import duty 30 days after the publication of the commission’s notice in the Uriadovy Kurier government’s newspaper.
