Steel strapping - Canada investigates anti-dumping measures

On May 12, 2025, The Canada Border Services Agency (CBSA) has initiated anti-dumping investigations on steel strapping originating or exported from several countries, including Việt Nam.

1. Date of initiation of investigation: May 12, 2025
2. Item under investigation: Certain steel strapping items under HS codes 7212.20, 7212.30, 7212.40, 7212.50, 7212.60, 7217.10, 7217.20, 7217.30, 7226.99, 7312.90 and 7326.20 (details can be found in the attached document);
3. Petitioner: JEM Strapping Systems Inc.
4. Investigation period:
- Anti-dumping investigation period: April 1, 2024 to March 31, 2025;
- Profitability analysis period: January 1, 2024 to March 31, 2025;
5. Preliminary decision:
On September 16, 2025, the Canada Border Services Agency (CBSA), pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), made preliminary determinations of dumping respecting steel strapping originating in or exported from the People’s Republic of China (China), the Republic of Korea (South Korea), the Republic of Türkiye (Türkiye) and the Socialist Republic of Việt Nam (Việt Nam), and the subsidizing of steel strapping originating in or exported from China.

6. Final decision:
On 15 December 2025, Canadian authorities released the final findings of the anti-dumping investigation into steel strapping imported from several countries, including Việt Nam . For the only Vietnamese company currently exporting steel strapping to Canada that fully participated in the investigation, Canada determined that no dumping had occurred. As a result, this exporter will not be subject to anti-dumping duties. In contrast, other Vietnamese companies that did not participate in the investigation or failed to provide complete information were assigned an anti-dumping duty rate of 25.3%, based on facts available.
