On June 25, 2025, the U.S. Department of Commerce (Commerce) announced the initiation of antidumping duty (AD) and countervailing duty (CVD) investigations of steel concrete reinforcing bar (rebar) from Algeria, Bulgaria, Egypt, and the Socialist Republic of Vietnam (Vietnam) and countervailing duty (CVD) investigations of rebar from Algeria, Egypt, and Vietnam.

I. Relevant information:

1. Date of initiation of investigation: June 25, 2025

2. Item under investigation: Primarily classified under HS codes 7213.10.0000, 7214.20.0000, and 7228.30.8010, among others as applicable.

3. Investigation period:

- Proposed AD investigation period: From Oct 1, 2024 to March 31, 2025

- Proposed CVD investigation period: Calendar year 2024

- Injury investigation period: From 2022 to 2024

4. Petitioner: U.S. Concrete Reinforcing Steel Institute

5. Preliminary determination in CVD:

The provisional countervailing duty rates: 1

- 1.08% applicable to the mandatory respondent and its affiliated companies.

- For other Vietnamese producers and exporters, the applicable rate is likewise 1.08%, based on the rate assigned to the sole mandatory respondent.
