Pakistan: NTC imposes preliminary AD tariffs on cold rolled steel imports from Canada & Russia

Pakistan has imposed preliminary antidumping duty on Canadian and Russian origin cold rolled steel imports, MEsteel learnt.
"The Commission has established that investigated product has been imported at dumped price", according to the notice from National Tariff Commission (NTC).
"The injury margin works out 13.94 pct, which is lower than the dumping margins determined for the Exporting Countries i.e. 25.99 pct of the C&F price for Canada and 19.27 pct of the C&F price for Russian Federation. Therefore, provisional antidumping duty at the rate of 13.94 pct of the C&F price is hereby imposed on the dumped imports of the investigated product importable from the Exporting Countries for a period of four months effective from September 20, 2019", according to the NTC's statement.
Commission also pointed out that antidumping tariff is applicable on tinplate imports classified under Pakistan Customs Tariff classification numbers 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1890, 7209.1891, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810, 7209.2890 and 7211.2920.
The product scope flat-rolled products of iron or non- alloy steel, cold rolled (cold-reduced), not clad, plated or coated (CR Coils/Sheets/Strips), of prime and secondary quality, of a thickness ranging from 0.15 mm to 3.00 mm, statement added.
Period of Investigation for determination of dumping was from January 01, 2018 to December 31, 2018 and for determination of injury period is from January 01, 2016 to December 31, 2018.
The antidumping investigation was initiated on May 9, 2019 upon the request of the local producers, International Steels Limited and Aisha Steel Mills Limited. The applicants alleged that Russian and Canadian origin cold rolled steel is being exported to Pakistan at dumped price and causing material injury to Pakistan's domestic steel industry.
Pakistan has already imposed antidumping duties on Chinese and Ukrainian cold rolled coils and sheets imports ranging from 18.92 pct to 19.04 pct.
Notice further stated that Commission will make final determination within 180 days.
