Indian’s commerce ministry’s investigation arm Director General Trade Remedies, after concluding anti-subsidy investigation concerning imports of Welded Stainless Steel Pipes and Tubes originating in or exported from China PR and Vietnam, has recommended imposition of anti dumping duties. DGTR said that “Having regard to the contentions raised, information provided and submissions made by the interested parties and facts available before the Authority as recorded in the above findings, the Authority concludes that the product under consideration has been exported to India from subject countries at subsidized value, thus resulting in subsidization of the product, the domestic industry has suffered material injury due to subsidization of the product under consideration and the material injury has been caused by the subsidized imports of the subject goods originating in or exported from the subject countries. Authority considers it necessary to recommend imposition of definitive countervailing duty on the imports of the subject goods from China PR and Vietnam. Accordingly, the definitive countervailing duty as mentioned in Col 7 of the duty table below is recommended to be imposed from the date of notification to be issued in this regard by the Central Government, on all imports of the subject goods, originating in or exported from China PR and Vietnam.”

The product under consideration is “Welded Stainless Steel Pipes and Tubes”. The product under consideration is largely made either from 200 series or 300 series steel (though there are some market for 400 series pipes as well), and the price of pipes made from different series of steel varies significantly.
