On April 22, 2025, the Canada Border Services Agency (CBSA) initiated an investigation into applying anti-dumping measures on certain wire rod originating froma number of countries, including Viet Nam.

2. Item under investigation: Some of the certain carbon and alloy steel wire products fall under HS codes 7217.10, 7217.20, 7217.30, 7217.90, 7229.20 and 7229.90.

 

3. Petitioner: Sivaco Wire Group 2004, L.P. và ArcelorMittal Long Products Canada G.P.

 

4. Investigation period: January 1, 2024 – December 31, 2024.

6. Final Decision

 

On December 3, 2025, the CBSA issued its final conclusion in the case. For Vietnam, the CBSA announced a dumping margin of 5.7% for one major Vietnamese company (a significant reduction from the preliminary conclusion of 13.4%); while other exporters were found to have dumping margins of 158.9% (based on unfavorable available data). The dumping margin for the cooperating Vietnamese company is currently the lowest compared to cooperating companies from other countries/territories (ranging from 9.4-58.1%).

 

The CBSA noted that this is not yet the official countervailing duty (CVD) rate applicable to future imports, as the official rate will depend on the injury assessment by the Canadian International Trade Tribunal (CITT).
