Car, bus and truck tyres - South Africa investigates anti-circumvention

On September 26, 2024, the Trade Remedies Authority (TDA) received information that the Republic of South Africa had officially initiated an investigation into anti circumvention on car, bus and truck tyres originating or imported from Thailand, Cambodia and Vietnam, with allegations of evading AD duties currently applied to China.

 

I. Relevant information:

 

1. Initiation date: September 20, 2024

 

2. Investigated goods: Tyres for cars, buses and trucks are classified under the import commodity codes of the Republic of South Africa 4011.10.01, 4011.10.03, 4011.10.05, 4011.10.07, 4011.10.09, 4011.20.16, 4011.20.18 and 4011.20.26;

 

3. Petitioner: South African Tyre Manufacturers Association;

 

4. Investigation Period:

 

- Anti-dumping investigation period: November 1, 2022 - May 31, 2024

 

- Anti-dumping evasion investigation period: August 1, 2022 - July 31, 2024

 

5. Preliminary Conclusion

 

ITAC has preliminarily concluded that there was evasion of anti-dumping measures applied to China by Viet Nam.

 

ITAC has decided to impose provisional anti-evasion duties ranging from 8.78% to 41.47% on Vietnamese enterprises producing and exporting the investigated goods due to the fact that South African enterprises suffered losses during the investigation period.

 

The provisional duties will be applied for a period of 6 months until the final conclusion of this investigation is reached.
