Vietnam Steel Association (VSA) said that the demand for hot rolled steel in Vietnam is about 12-13 million tons/year. The capacity of domestic factories is currently about 9 million tons. The massive import of steel flooded into Vietnam, the imported output was at times nearly 200% of domestic production, causing the enterprise's market share of hot rolled steel sales to be lost to imported goods.

The HRC sales market share of domestic enterprises such as Hoa Phat and Formosa decreased from 42% in 2021 to 30% in 2023 and is currently continuing to decline.

Steel industry experts also said that Vietnam's steel industry, especially the production of high quality steel and HRC steel, is quite disadvantaged, due to the previous context of not being able to produce domestically, so international agreements and commitments All economies have an import tax rate of 0%.

Faced with the situation of massively importing hot rolled steel coils at cheap prices, businesses and experts also believe that relevant agencies continue to build and perfect the system of technical and management regulations and standards. quality, technical barriers, and at the same time have reasonable defense measures, thereby preventing steel products that do not meet technical safety and environmental standards from entering the Vietnamese market.
