Viet Nam Announces Final Results of the Sunset Review of Anti-Dumping Measures on Cold-Rolled Steel Imported from China (Case No. ER01.AD08)

On 26 December 2025, the Ministry of Industry and Trade of Viet Nam issued Decision No. 3765/QĐ-BCT on the final results of the sunset review of the anti-dumping measures currently applied to certain cold-rolled (cold-pressed) steel products originating in the People’s Republic of China.

 

Based on the review results, the Ministry of Industry and Trade decided to continue the application of the anti-dumping measures for an additional period of five (05) years, until 27 December 2030, unless otherwise adjusted, amended, or extended pursuant to another decision of the competent authority.

 

The sunset review process was initiated by the Ministry of Industry and Trade in December 2024, in accordance with Viet Nams trade remedy regulations. The entire investigation was conducted in compliance with the Law on Foreign Trade Management, relevant guiding regulations, and the WTO Anti-Dumping Agreement.

 

The investigation results indicated that, should the anti-dumping measures be terminated, there would be a real likelihood that the subject imports would continue or recur in dumping, thereby causing significant injury to the domestic industry. On that basis, the extension of the measures was determined to be necessary to protect the legitimate interests of the domestic producers.

 

Prior to the issuance of the official decision, the draft final conclusions of the sunset review were circulated to the interested parties for comments in accordance with the prescribed legal procedures.

 

Following the entry into force of the Decision, the Ministry of Industry and Trade will coordinate with relevant state management authorities to inspect, monitor, and supervise the implementation of the measures.

 

Such activities will be carried out on the basis of information provided by the customs authorities regarding imports of goods subject to anti-dumping duties, as well as products showing signs of circumvention, in accordance with Article 18 of Decree No. 86/2025/NĐ-CP dated 11 April 2025 of the Government.
