The United States has issued its preliminary findings in an anti-dumping investigation into reinforcing steel products from Viet Nam

The Trade Remedies Department (Ministry of Industry and Trade) announced that it has received information regarding the US Department of Commerce (DOC) issuing a preliminary conclusion in its anti-dumping investigation into imported reinforcing steel from Viet Nam.
Specifically, the products under investigation are steel bars for concrete reinforcement under HS codes 7213.10.0000, 7214.20.0000, 7228.30.8010, 7221.00.0017, 7221.00.0018, 7221.00.0030, 7221.00.0045, 7222.11.0001, 7222.11.0057, 7222.11.0059, 7222.30.0001, 7227.20.0080, 7227.90.6030, 7227.90.6035, 7227.90.6040, 7228.20.1000, and 7228.60.6000.
According to the Department of Trade Remedies, the DOC has selected one Vietnamese company as a mandatory respondent, with a total of 10 affiliated companies related to this company.
According to the preliminary findings just issued, the preliminary anti-dumping duties are as follows: Mandatory respondent company and related companies: Anti-dumping duty rate is 121.97%. Remaining companies: 130.77%.
The preliminary anti-dumping duties on Vietnamese exports are currently quite high. Notably, these duties are higher than the preliminary anti-dumping duties on exports from Bulgaria (52.80%) and Egypt (34.20% - 52.73%), which were also under investigation. Therefore, Vietnamese businesses need to make efforts and cooperate actively to minimize the anti-dumping duties in the final conclusion.
According to the investigation process, after the preliminary anti-dumping conclusion, the DOC may issue additional questionnaires and conduct on-site inspections of Vietnamese businesses to verify the information provided. The DOC is expected to issue its final conclusion on the anti-dumping investigation in July 2026.
To achieve a positive outcome in the final conclusion, the Trade Remedies Department recommends that relevant businesses study the DOC's preliminary findings and consult with legal counsel to prepare counter-arguments and necessary supporting documents. Simultaneously, they should closely monitor the case's developments and continue to fully cooperate with the DOC, preparing thoroughly for the on-site verification phase. In particular, they should actively coordinate with the Trade Remedies Department in the subsequent stages of the case and when the DOC conducts on-site verification, promptly proposing necessary support measures.
