The Ministry of Industry and Trade is considering extending the tariff barrier on Chinese H-shaped steel

Authorities are considering a final review of anti-dumping measures on H-shaped steel from China, amidst Viet Nam's ongoing tightening of trade protection measures on various imported steel products.
Viet Nam strengthens its defenses against Chinese steel.
The Trade Remedies Department announced that it has received the complete application for a final review of the anti-dumping measures on certain H-shaped steel products imported from China. The application was submitted by Posco Yamato Vina Steel Joint Stock Company on February 26th, acting as a representative of the domestic steel industry.
According to regulations, within 30 days of the application being deemed valid, the investigating agency will assess its legality, evaluate the documents and evidence, and consider the applicant's standing before submitting it to the Minister of Industry and Trade for a decision on whether or not to proceed with the review.
The investigation into H-shaped steel originating from China, code AD03, was initiated in October 2016. In August 2017, the Ministry of Industry and Trade applied anti-dumping duties, and subsequently extended them for another five years in 2022 after a final review.
In parallel, the Ministry of Industry and Trade recently implemented anti-circumvention measures against certain hot-rolled steel (HRC) products imported from China, effective from April 17th.
A provisional tariff of 27.83% is applied to wide HRC steel ranging from 1,880-2,300 mm under 24 HS codes, excluding steel with a carbon content above 0.3% and steel plates 10 mm or thicker.
The investigation was initiated in late October 2025 based on a request from Hoa Phat and Formosa Ha Tinh, two companies that accounted for almost the entire domestic HRC market share in 2025.
Construction steel prices at companies remain stable. Specifically, at Hoa Phat, both CB240 and D10 CB300 steel are priced at 15,430 VND/kg.
Similarly, Viet Y Steel Northern Viet Nam recorded prices of 15,150 and 14,700 VND/kg for CB240 and D10 CB300 steel respectively. Viet Duc Steel Northern Viet Nam recorded prices of 15,250 and 15,050 VND/kg for both CB240 and CB300 steel. Several other businesses such as VJS Steel Northern Viet Nam, Pomina, and Southern Steel maintained stable prices.
Steel rebar futures for June 2026 delivery on the Shanghai Futures Exchange fell 0.5% (16 yuan) to 3,130 yuan/tonne.
On the Dalian Commodity Exchange, iron ore futures for June 2026 fell 0.2% (1.5 yuan) to 810 yuan per ton.
The Chinese steel market will continue to face pressure due to high input material prices and the upcoming summer demand season, despite domestic steel prices having risen steadily since the second half of April.
The association stated that the global economy is facing significant uncertainty due to geopolitical factors. Global energy prices have risen sharply due to conflicts in the Middle East, while the cost of key raw materials for steel production and energy continues to increase, reducing the profitability of the steel industry.
If conflicts in the Middle East continue to escalate and crude oil prices remain high or rise further, CISA believes that both shipping costs and energy costs will increase, putting further pressure on the profitability of steel mills.
Furthermore, the Chinese steel market is expected to enter its low season soon during the summer, and demand from steel-using industries may decrease due to the rainy season in the South and the hot weather in the North, disrupting construction activities.
CISA warns that the supply-demand balance could worsen again if steel demand declines seasonally and mills fail to adjust production accordingly.
Therefore, steel producers need to closely monitor demand fluctuations and new developments in the Middle East, while continuing to control production and reduce inventories.
