Taiwan solar cell makers to ask US to reconsider anti-dumping tariffs

Taiwan-based solar cell makers will ask the US Department of Commerce (DOC) to reconsider anti-dumping tariffs imposed on their products, according to industry sources.

The makers hope the DOC can reduce or even cancel the punitive tariffs, the sources said.

Concluding an anti-dumping probe into China-exported PV modules made using Taiwan-produced solar cells, the DOC in December 2014 decided to impose punitive tariffs on Taiwan-produced cells, with the rates averaging 19.50%. The US International Trade Commission (ITC) in late January 2015 ruled that the dumping had been detrimental to the US PV industry, and implemented punitive tariffs on Taiwan solar cell makers in February 2015.

The Taiwan-based solar cell makers subject to anti-dumping tariffs are allowed to apply for a review next month, the sources said. The Taiwan Photovoltaic Industry Association will host a conference to provide legal counseling for such makers on January 12, the sources noted.

As solar cell and PV module prices are about to rise mainly due to strong demand in the China market, Taiwan-based solar cell makers are mostly optimistic about the outcome of the review, the sources indicated.
