Commission Regulation (EU) No 118/2011 of 10 February 2011 imposing a provisional anti-dumping duty on imports of certain ring binder mechanisms originating in Thailand
Council Regulation (EC) No 1225/2009 concerns protection against dumped imports from countries not members of the European Community. On 20 May 2010, under that Regulation, the European Commission announced that it was initiating an anti-dumping proceeding concerning imports into the EU of certain ring binder mechanisms originating in Thailand. The anti-dumping proceeding was initiated following a complaint lodged in April 2010 by Ring Alliance Ringbuchtechnik GmbH. Following its investigation, the Commission has adopted this Regulation, which imposes a provisional anti-dumping duty on ring binder mechanisms currently falling within CN code ex 8305 10 00 and originating in Thailand. For the purpose of this Regulation, ring binder mechanisms are defined as consisting of at least two steel sheets or wires with at least four half-rings made of steel wire fixed on them and which are kept together by a steel cover. They can be opened either by pulling the half rings or with a small steel trigger mechanism fixed to the ring binder mechanism. The rate of the provisional anti-dumping duty is 17.2% This Regulation enters into force on 12 February 2011 and applies for six months. Interested parties are invited to request disclosure of the essential facts and considerations on the basis of which this Regulation was adopted, make their views known and apply to be heard by the Commission within one month of the date of entry into force of this Regulation.
