New Chinese Dumping Duties To Impact US, Japan

On August 19, China's Ministry of Commerce (MOF) announced its final decision to impose anti-dumping duties (ADs) on imports of optical fiber preform originating from Japan and the United States.
Following an investigation launched in March 2014, the MOF found that imports of the product have caused material injury to China's domestic industry and decided to impose AD margins of 8 to 41.7 percent. The highest duties are to be levied on US exports.
Optical fiber preform is a type of quartz glass that is the core material for the manufacture of photoconductive fibers.
China is increasingly looking to domestic companies to supply optical fiber preform, reducing the nation's need for exports. The amount of this product being sourced domestically increased from 20 percent in 2007 to 64.4 percent in 2014, according to the Global and China Optical Fiber Preform Industry Report 2014-2017, and this figure is expected to reach 72.6 percent this year. Chinese imports are now expected to fall further with the introduction of the new duties.
