Morocco initiates anti-dumping investigation on tires and tubes of Vietnamese bicycles and motorbikes

The Ministry of Industry and Trade said that Morocco has announced that it has initiated an anti-dumping investigation on the product bicycle tires, motorcycle and motorcycles originating or imported from Vietnam.
This is the first trade remedy investigation case by Morocco conducted for Vietnamese exports.
The products under investigation are tubes and tires for bicycles, motorbikes and motorcycles under the HS code 4013.200.00; 4013.90.00.10 and 4013.90.00.20.
General data from ITC Trade map (an updated database system on trade of countries established by the International Trade Center, export turnover of investigated products from Vietnam to Morocco reached 150,000 USD). in 2019, halved to $74,000 in 2020 and increased to $636,000 in 2021.
According to statistics of the World Trade Organization (WTO), by the end of 2021, Morocco has conducted 17 anti-dumping investigations and 12 global safeguard cases against imports into the country. .
Along with the information about the case, the General Department of Trade, the Ministry of Trade of Morocco has attached the Investigation Questionnaire for Vietnamese manufacturing/exporting enterprises. Therefore, the deadline for enterprises to complete and submit the survey questionnaire is November 22, 2022. In addition, the responses should be translated into French or Arabic.
The Ministry of Industry and Trade recommends that relevant manufacturers and exporters: Consider having a plan to promptly handle the case to ensure the export of investigated products to the Moroccan market.
In the case of participating in the case, the enterprise needs to develop a plan to deal with it throughout, prepare resources, actively coordinate with the investigating agency throughout the entire process of the case, and submit answers to the investigation questions. check on time, provide complete and accurate information; regularly contact and discuss with the Ministry of Industry and Trade to update the situation of the case and provide timely support.
In addition, the Ministry of Industry and Trade also noted that non-cooperation or inadequate cooperation in the investigation process may lead to the General Department of Trade, Ministry of Industry and Trade Morocco uses available (usually unfavorable) evidence to calculate dumping margins for businesses, resulting in high taxes.
In particular, the imposition of anti-dumping tax will reduce competitive advantages, increase the risk of losing part or all of the export market share of bicycle, motorbike and motorcycle tires in the Moroccan market.
