Japan Appeals WTO Report On Chinese Duties

Japan is appealing the findings of a panel report from the World Trade Organization (WTO) concerning its dispute with China over anti-dumping duties imposed on certain high-performance stainless steel seamless tubes (HP-SSST).
China imposed anti-dumping duties on Japanese exporters of certain HP-SSST at rates between 9.2 percent and 14.4 percent for five years from November 9, 2012. It also levied anti-dumping duties on European Union exports.
Japan disputed the measures and requested adjudication by a WTO panel on April 11, 2013. The panel ruled in February 2015 that China's imposition of anti-dumping duties was inconsistent with the WTO Anti-Dumping Agreement because of flaws in the determination of injury and a causal relationship between the dumped imports and the injury, and also its investigation procedure. However, the panel's report did not accept Japan's claims on some of the issues. Therefore, Japan has asked for permission to appeal the report on May 20, 2015.
HP-SSST is high-grade steel used in ultra supercritical boilers in coal-fired power plants. Japan's exports of HP-SSST to China were worth approximately USD72m in 2011.
