GACC Announcement No.1, 2014 on Special Safeguard against New Zealand Milk & Cream

In accordance with China-New Zealand Free Trade Agreement, China may conduct special safeguard measures against 12 HS Codes-covered agricultural products from New Zealand.

On January 3, 2014, the GACC announced over its website (www.customs.gov.cn) that the import from New Zealand of milk and cream non-concentrated and with fat content more than 1% (HS Codes 04012000, 04014000, 04015000) under the special safeguard have reached 3,560.405 tons as per customs declaration, exceeding the safeguard triggering norm of 1,742 tons set for 2014.

Hence, as of January 4, 2014, China Customs shall levy import duties on the New Zealand milk products aforesaid at China's MFN duty rate; as regards the imports in transit, the duty rates shall be subject to GACC Announcement No. 91 of 2008.
