'Elevating' Vietnamese goods in the context of increasingly deep economic integration

The Ministry of Industry and Trade has just issued an Action Program in response to the Campaign "Vietnamese people prioritize using Vietnamese goods" in 2025 to continue to enhance the position and competitiveness of Vietnamese products in the context of increasingly deep integration into the regional and world economy.

 

Promote propaganda and mobilize all economic sectors

 

Minister of Industry and Trade Nguyen Hong Dien has just signed and issued Decision No. 1540/QD-BCT on the Action Plan for the Program “Vietnamese people prioritize using Vietnamese goods”. Accordingly, the Action Program will focus on key task groups. Specifically:

 

Firstly, continue to promote information, propaganda, mobilization, and widespread dissemination so that domestic and foreign consumers know and correctly perceive the production and business capacity of Vietnamese enterprises, the quality of Vietnamese products and goods, create changes in awareness among the people, production and business units, socio-economic organizations, build a consumer culture of Vietnamese people to prioritize using quality Vietnamese goods after 16 years of implementing the Campaign (since 2009)... Closely follow the Government 's management theme in 2025: "Discipline, responsibility; proactive and timely; streamlined and effective; accelerated breakthrough".

 

Second, continue to promote the development of the domestic market in conjunction with the Campaign; Focus on innovation, improve the effectiveness of trade promotion, closely combine traditional trade with modern trade to effectively exploit the potential domestic market. Continue to promote the development of e-commerce and digital economy to effectively exploit the strong development of the digitalization trend of the economy. At the same time, closely monitor the developments of supply and demand, prices, and markets of essential goods for appropriate and effective management; strengthen the management and supervision of the domestic market; improve trade defense capacity, protect the interests of the domestic manufacturing industry, in accordance with international commitments and national interests.

 

This campaign promotes the implementation of the Domestic Trade Development Strategy for the period up to 2030, with a vision to 2045 (according to Decision No. 1163/QD-TTg of the Prime Minister) and the Domestic Market Development Project associated with the Campaign for the period 2021-2025 (according to Decision No. 386/QD-TTg of the Prime Minister), focusing on implementing communication content and building a distribution system called "Quintessence of Vietnamese goods", "Pride of Vietnamese goods".

 

Next, create a foundation and a fair and healthy competitive environment to mobilize all economic sectors to participate in contributing to economic growth through institutional improvement and creating a transparent legal corridor; Proactively review and report to competent authorities for consideration: abolishing illegal, unnecessary, unfeasible, unclear, difficult to determine, difficult to predict, and not based on a clear scientific basis; amend and simplify business conditions in a way that facilitates, reduces compliance costs, and does not interfere too deeply in business operations; abolish unnecessary certificates, and reduce types of certificates with overlapping content to avoid wasting social costs.

 

Strong institutional reform, improving the business investment environment for enterprises

 

The plan clearly states that the Ministry will continue to focus on strong institutional reform, improve the business investment environment, strengthen the confidence of businesses and people, and strive to reduce at least 30% of administrative procedure processing time by 2025; reduce at least 30% of business costs, regulatory compliance costs, informal costs, etc. Abolish at least 30% of unnecessary business conditions.

 

In addition, continue to focus on removing difficulties, supporting businesses to recover, develop production, and open up markets, especially in fundamental industries, industries with export advantages, and supporting industries. Effectively implement solutions to stimulate consumption to support domestic economic growth through trade promotion activities, organize large-scale concentrated promotional programs nationwide;

 

Promote the implementation of the contents of the project "Vietnamese people prioritize using Vietnamese goods", OCOP, border trade development... At the same time, promote the application of information technology in business and distribution of goods; support and encourage distribution enterprises to deploy sales on e-commerce platforms/online sales; support and guide enterprises to apply artificial intelligence (AI) in marketing and sales activities in the online environment.

 

In addition, create favorable conditions to be proactive and one step ahead to develop breakthroughs in new growth drivers of the Industry and Trade sector such as digital transformation and green transformation associated with enhancing the application of science and technology, innovation, improving productivity, quality, efficiency and competitiveness of the industry; Prioritize connecting Vietnamese goods to participate in market stabilization programs to maintain macroeconomic stability and enhance the economy's resilience to external shocks.

 

Another important content in the plan is to strengthen inspection and handling of smuggled goods, counterfeit goods, goods that infringe intellectual property rights, goods that do not ensure food safety, and especially violations in the field of e-commerce, goods with fraudulent origin, and illegal transportation.

 

Along with that, coordinate and integrate the implementation of assigned tasks in other approved Strategies, Decisions, Programs, Projects and related Projects.

 

In order to effectively implement the plan to implement the Action Program of the Ministry of Industry and Trade in response to the Campaign "Vietnamese people prioritize using Vietnamese goods" in 2025, the Ministry of Industry and Trade assigned the Department of Domestic Market Management and Development to be the focal point to urge, monitor, inspect and report on the results of the implementation of the Program, report to the Ministry's leaders to synthesize and report on the implementation status to the Central Steering Committee of the Campaign; at the same time, assign specific tasks to units under the Ministry to coordinate implementation according to each group of tasks.
