Dumping duty on digital offset printing plates from China

The Finance Ministry has imposed definitive anti-dumping duty on digital offset printing plates from China.
This duty will be valid for a period of five years from June 4, which was the date of imposition of provisional anti-dumping duty.
The Revenue Department move follows the Designated Authority’s recommendations in its final findings in October.
Although the anti-dumping probe was initiated on digital offset printing plates from China and Japan, the Designated Authority had not recommended any duty on such imports from Japan. This was because the injury margin was negative on imports from Japan, the Authority noted.
Digital offset printing plates are used in the printing industry for transferring data as an image (dot patterns or text) onto paper or on non-absorbent substrates such as tin sheets or poly-films.
The petition seeking anti-dumping duty on digital offset printing plates was filed by Technova Imaging Systems (P) Ltd, Mumbai.
All types of digital plates – thermal, violet and computer-to-conventional – were covered under the probe.
