DOC issues final antidumping, countervailing duty order for China-made wood cabinets, vanities

The U.S. Department of Commerce has issued a final antidumping and countervailing duty order on China-made wooden cabinets and vanities and also has assigned final duties to Chinese producers of each category.

While the order largely affects the cost of kitchen and bathroom cabinets imported from China, it also affects the cost of Chinese-made bathroom vanities, a category that is sold by some furniture importers. Both product segments will be hit with duties as high as 293.45%, although most producers have been assigned duties of 48.5%.

The order follows an April 13 determination by the U.S. International Trade Commission that U.S. producers of these products have been materially injured by the importation of unfairly priced merchandise into the U.S. market, along with the subsidization of Chinese factories by the Chinese government.

The duties are assigned to the Chinese manufacturers but paid by importers of record of the subject merchandise.

According to the scope description, the order affects all unassembled, assembled and RTA vanities. It also includes wooden cabinet and vanity components that are further processed in a third country, including “but not limited to one or more of the following: Trimming, cutting, notching, punching, drilling, painting, staining, finishing, assembly, or any other processing that would not otherwise remove the merchandise from the scope of the investigation if performed in the country of manufacture of the in-scope product.”
