China requires authorities to verify 20 groups of imported agricultural products

On February 11th, the Viet Nam National Notification and Inquiry Point on Sanitary and Phytosanitary Measures (SPS Viet Nam), Ministry of Agriculture and Environment, announced that it had received Notification No. G/SPS/N/CHN/1357 from the SPS/WTO Secretariat regarding the issuance of Notification No. 219 of 2025 by the General Administration of Customs of China (GACC): “Requirements on declaration management for foreign enterprises exporting agricultural products to China”.
Accordingly, China announced a list of 2,589 agricultural products belonging to 20 product groups that, upon import into the country, require confirmation letters from competent authorities and business registration.
The main product groups include: seafood, fresh fruits, fresh vegetables, spices, medicinal herbs, coffee, nuts, seedlings, cereals, tobacco leaves, animal feed, and products of animal origin. This list is determined based on the results of quarantine risk assessments for imported agricultural products and is consistent with international practices; at the same time, clearly defined public search methods are provided to facilitate businesses in accessing information and making declarations. China has also clearly defined channels for searching information on registered foreign enterprises. The official website will uniformly publish information on registered enterprises, specifying the search method, to facilitate searching and use by businesses.
When declaring the import of agricultural products included in the list requiring an official recommendation letter, importing enterprises are responsible for fully and accurately declaring the registration number in China or the registration number of the foreign enterprise in China in the information box of the Certificate of "Registration of foreign enterprises participating in the production, processing and storage of imported animals, plants and their products" (License Code: 302) in the "Information on eligibility of goods" section on the Customs Declaration or Registration List. If a Customs Declaration contains multiple items, the enterprise must separately declare the registration number in China corresponding to each enterprise for each item.
The Viet Nam SPS Office has sent a document to the relevant ministries, including the Departments of: Crop Production and Plant Protection; Livestock and Veterinary Medicine; Fisheries and Fisheries Inspection; Quality, Processing and Market Development; the Import-Export Department ( Ministry of Industry and Trade ); and the Food Safety Department (Ministry of Health), regarding the General Administration of Customs of China's requirements for declaration management for foreign enterprises exporting agricultural products to China.
The SPS Viet Nam Office requests that relevant units implement specific guidance for businesses according to each product group under their management authority as stipulated in the regulations. The regulations will take effect from December 15, 2025.
