China Levies Anti-dumping Tax on U.S., Japan, S. Korea and Taiwan

Taipei, Oct. 2, 2009 (CENS)--China`s Department of Commerce has announced it will continue imposing anti-dumping tax on imports of PVC (polyvinyl chloride) originally made in the U.S., South Korea, Japan, Russia and Taiwan for five years, effective from September 29.

Such measure means Taiwan`s PVC manufacturers have to pay 10% to 25% anti-dumping taxes to export to China, effective from now till September 28, 2014.

Customs statistics in China show that the nation imported US$13.52 million of plasticized PVC resin, or 7,942 tons, in July this year. Cumulative import value and product volume in the first seven months of this year totaled US$68.146 million and 38,873 tons, up 0.53% and down 8.45% year-on-year, respectively.

Taiwan was China`s largest supplier of PVC in the first seven months of this year, followed by Japan, South Korea, and Hong Kong.

A survey by the U.S.-based consultant Freedonia in May this year shows China`s demand for PVC is growing annually at 8% because of the thriving construction sector, predicting China`s demand for PVC will reach 12 million tons by 2010.

Freedonia noted over 70% of the PVC demand is driven by construction, agriculture and pharmaceuticals. China`s demand for PVC is expected to rapidly grow due to the surging construction sector and fast urbanization of rural areas.

The international demand for PVC is expected to grow annually at 4.1%, with China to become the key user of the product.
