Canada's Legal Framework for Anti-dumping and Countervailing Investigation

The Special Import Measures Act (SIMA) helps to protect Canadian industries from injury due to dumped or subsidized imports in the Canadian marketplace. This Act provides the legislative framework in Canada for implementing trade remedies established by the World Trade Organization (WTO).
The Special Import Measures Regulations (SIMR) as well as the D14 memoranda series are supporting documents relating to the SIMA. Altogether, these documents set out rules and procedures for anti-dumping and countervailing investigations and prescribe how duties may be levied on imported goods that are injuriously dumped or subsidized. The D15 memoranda series are the directives on the application of injury findings or orders specific to individual cases.
