API denies Turkish anti-dumping charges

Jakarta (ANTARA News) - Executive Secretaty of the Indonesian Textile Association (API), Ernovian G Ismy strongly denied dumping allegation launched by the Turkish anti-dumping authorities against synthetic fiber yarn from Indonesia.
"We can prove that there is no truth in the allegations, but then we would suffer a loss because for the time being during the investigation, we will have to pay a temporary anti-dumping import duty," he said in Jakarta on Monday.
According to Ernovian, Turkey had accused Indonesia of dumping four tariff headings (HS) for synthetic fiber yarn which had been exported to that country in the January 1 - December 31, 2007 period.
"Judging from last year`s data, it would be impossible for them to make the accusation, because in 2007 we did not export anything under HS 5508 and HS 5511," he poited out.
In 2006, Indonesia`s yarn exports of the kind classified under HS 5508 reached only 19,000 kg estimated at 57,000 US dollars, while during the January-September 2007 the exports under HS 5509 and HS 5510 respectively reached only 15 million kg worth 34 million US dollars, and 14 million kg estimated at 44 million US dollars.
Ernovian said he had collected API members for coordination in facing the dumping elegations.
"We will give a quick response. We will collect all our members, because the allegations had been leveled at only five companies, if proven all Indonesia`s exports to that country will be subject to an anti-dumping import duty," he said.
Indonesia`s textile and garment exports to Turkey accountef for 5.14 percent of the country`s total exports. Nevertheless, API deeply regretted of the anti-dumping import duty, temporary or otherwise, are imposed, as it may seriously disrupt the performance of Indonesia`s textile and garment exports to Europe considering that Turkey serves as a gateway to enter the European market.
"In 2005, Indonesia`s exports to Turkey rank the 10th or 8th," he said.
Ernovian also said he had received a questionnaire on the dumping charges and has asked for an extension, because the deadline was set at January 26, 2008.
Besides Indonesia, India and China also faced anti-dumping charges.
One indication that dumping had taken place, is a significant increase in the exports of a given product in a certain period, and the industry in the importing country suffered a loss.
Indonesia`s yarn exports in the 2004-2006 period increased significantly in value to 59 million US dollars in 2004, to 61.68 million US dollars in 2005, and to 72.7 million US dollars in 2006.
"But in volume, our exports had been stable," Trade Security Director at the Directorate General of International Trade Cooperation of the Ministry of Trade Martua Sihombing said.
He added that Indonesia`s yarn exports to Turkey in 2004 and 2005 reached 31 million kg, and in 2006 increased to 32 million kg.(*)
