Algeria issues new regulations on import of goods

In order to increase transparency, improve the efficiency of import management and strengthen coordination between ministries and branches, on July 10, 2025, the Algerian Ministry of Foreign Trade and Export Promotion issued a document notifying businesses of the mandatory regulation to submit a program of expected import of goods for the last 6 months of 2025.
This procedure involves the importation of goods serving the operations and equipment of enterprises. The Algerian Ministry of Foreign Trade and Export Promotion has introduced a process consisting of 6 main steps:
Download the projected import program declaration form from the website of the Ministry of Foreign Trade and Export Promotion of Algeria (www.mcepe.gov.dz).
Complete and validate: Enterprises must fill in the projected goods import program form, sign it, and stamp it.
Obtain visa confirmation from the supervising ministry: Before submission, the import program form must be validated by the supervisory ministry corresponding to the enterprise’s sector of activity (energy, industry, agriculture, pharmaceuticals, etc.).
Send via email: The form must be sent exclusively to the email address ppfonctionnement@mcepe.gov.dz of the Ministry of Foreign Trade and Export Promotion of Algeria.
Response within 7 days: The Ministry of Foreign Trade and Export Promotion commits to returning the validated (legalized) projected import program form to the enterprise's email within a maximum period of seven (07) days.
Commence operations: After receiving the legalized projected import program form, the enterprise may proceed with its import activities.
On July 16, 2025, the Ministry of Foreign Trade and Export Promotion continued to request Algerian importing enterprises to submit a list of documents to the ministry before July 31, 2025. These include:
The fiscal year 2024 tax settlement report, certified by the tax authorities;
Customs declarations (Form D10) related to imports during 2024 and the first half of 2025;
Monthly revenue declarations for the first half of this year;
A list of customers in the fiscal year 2024 and the first half of 2025 certified by the tax authorities;
Electricity, water, and gas bills for the year 2024 and the first half of 2025;
A detailed ledger recording raw materials, finished products, revenues, and inventory levels from import activities, including records related to management and detailed books on procurement and storage, investment, and depreciation concerning imported equipment.
In addition, enterprises must declare insurance coverage for their employees and submit a technical sheet on theoretical and actual production capacity, certified by an auditor.
According to the announcement from the Ministry of Foreign Trade and Export Promotion of Algeria, this procedure aims to enhance transparency, better manage import flows, and protect the domestic production network. This is one of the economic priorities of the Algerian government, especially in the context where optimizing resources and reducing import volumes has become a strategic issue.
On the other hand, this regulation also allows for better coordination among relevant ministries and sectors, facilitating traceability of import activities in sectors considered sensitive or strategic in Algeria, such as energy, the pharmaceutical industry, and agriculture.
