31 out of 34 localities have implemented the issuance of Certificates of Origin (C/O) after decentralization

The Ministry of Industry and Trade will reduce and simplify 36 administrative procedures related to the issuance of Certificates of Origin (C/O) starting from May 1st.
To date, 31 out of 34 localities have completed the legal documents and implemented the issuance of Certificates of Origin (C/O). The remaining three localities that have not yet implemented this procedure are Son La, Quang Tri, and Quang Ngai . The Import-Export Department will continue to provide specific and in-depth guidance on each relevant item based on the actual implementation in each locality. In addition, the Department is focusing on developing and perfecting legal documents on the origin of goods to create a unified legal basis, with an emphasis on measures to combat fraudulent origin of goods.
According to experts, Certificates of Origin (C/O) are not only legal documents but also important economic tools. When businesses export, providing C/O to partners helps them benefit from preferential tariffs, increasing their competitiveness. Through C/O, businesses can sell goods at higher prices, while partners still enjoy preferential tariffs. These preferential tariffs can reach 18-40%, creating a significant advantage over countries without FTAs. Understanding and correctly applying rules of origin helps businesses optimize their production and export plans, reducing the risk of customs inspections. Thus, the decentralization mechanism not only facilitates administrative processes but also increases the actual economic value for businesses, while enhancing the competitiveness of Vietnamese goods in the international market.
The mechanism of decentralization and delegation of authority in issuing Certificates of Origin, combined with the self-certification mechanism, has transparentized the process, maximizing convenience for businesses while ensuring compliance with laws and international commitments. The Ministry of Industry and Trade plays a leading role in directing and guiding operations. Local authorities (Departments of Industry and Trade) issue Certificates of Origin and approval documents. Businesses have easy access to procedures, enjoy preferential tariffs, and understand the rules of origin. The transparent system, presented in English, ensures that Certificates of Origin are accepted in international transactions.
