Australia has slapped preliminary antidumping duties of 6.2%, 9% and 51.6% on precision steel pipes and tubes from China and South Korea, the country's Anti-Dumping Commission said June 1, while excluding Taiwan and Vietnam.

"There appears to be sufficient grounds for the publication of a dumping duty notice and a countervailing duty notice in respect of the goods exported to Australia from China and ... from Korea," the commission said, adding the tariffs will take effect on June 2.

But it was "not satisfied that there appears to be sufficient grounds for the publication of a dumping duty notice in respect of goods exported from Taiwan or a dumping duty notice and a countervailing duty notice in respect of goods exported from Vietnam."

The preliminary duties follow an application made by Orrcon Manufacturing Pty Ltd., a wholly owned subsidiary of BlueScope Steel, on March 31, 2020.

The commission said it will make its final recommendations to the Minister for Industry, Science and Technology by July 23, after which "the minister will then decide whether to publish a dumping duty and countervailing duty notice."

The size of the Australian market for the steel products was about 21,500 mt in 2019, according to the commission.

The affected products are classified under HS codes 7306.3030, 7306.5045, 7306.6121 and 7306.6910.
